Article 1

Article 2

Status and Role. The Champasak Province Rescue Center, abbreviated as the "Rescue Center," is a secondary specialized unit under the organizational structure of the Provincial Department of Labor and Social Welfare, and concurrently serves as an advisory assistant to the leadership team of the Provincial Department of Labor and Social Welfare. The Center aims to assist socially vulnerable groups (deaf, mute, and disabled persons, mentally ill individuals, beggars, and street children), providing them with temporary shelter to restore their physical and mental health, and to promote changes in their behavioral habits, attitudes, and the cultivation of knowledge and skills, enabling them to qualify for stable livelihood occupations.

Article 3

Functions. 1. Implement the government's policies, laws, decrees, and various regulations, as well as strategic plans related to human resource development and assistance for vulnerable groups. 2. Apply domestic and international scientific and technological advances and information technology to the development of the center's work. 3. Encourage and create favorable conditions for party and government organs, private units, and others to participate in the development of the center's work. 4. Coordinate and cooperate with relevant industries at the provincial, county, and central levels, as well as domestic and international organizations, to enable the center to receive reasonable and timely assistance. 5. Collect, research, and utilize data, and prepare plans to apply for assistance for vulnerable groups, the destitute and helpless, street children, and others with social problems. 6. Provide temporary shelter, training, and development of suitable occupations for persons admitted to the center. 7. Formulate strategic plans, plans, programs, projects, and detailed budgets in phases for the work of assisting vulnerable groups and others with social problems, and submit them to relevant higher authorities for approval. 8. Summarize the implementation status of various plans, programs, and projects, as well as various budgets, periodically and in phases. 9. Formulate regulations for center management, personnel management, management of vulnerable groups within the center, as well as rules for the use of buildings, dormitories, vehicles, service equipment, and regulations for budget revenue and expenditure management. 10. Practice economy and eliminate wasteful expenditures. 11. Perform other duties assigned by higher authorities.
