Article 1
Basis: Amended Enterprise Law No. 46/National Assembly, dated December 26, 2013; Prime Minister’s Directive No. 27/Prime Minister on Strengthening the Suppression and Rectification of Social Evils, dated October 5, 2011; Agreement of the Minister of Public Security No. 653/Public Security on Managing Special Industries and Special Equipment, dated May 8, 2012; Resolution of the Standing Committee of the Provincial People’s Assembly No. 11/Provincial Standing Committee, dated February 5, 2018. Currently, social evils are showing an increasing trend, with wide-ranging impacts, primarily involving drugs, robbery, theft, illegal use of weapons, gathering places, social scourges, human trafficking, prostitution, and issues related to domestic and foreign individuals not in compliance with the laws and regulations of the Lao People’s Democratic Republic. Although we have previously focused on management and actively taken corrective measures in various forms and methods, issuing directives and agreements through local administrative agencies for management and inspection, numerous incidents and phenomena still occur in society, affecting security and social order, hindering national and local economic and social development, and consequently impacting the leadership role and influence of the Party and state management, especially the functions, rights, and duties of managing and inspecting security and social order. This provides opportunities for hostile forces and wrongdoers to exploit such issues to create political situations and conduct distorted and defamatory propaganda against the Party’s leadership and state-society management. To ensure that individuals or legal persons, state and private organizations (including Lao nationals, foreign residents, and foreigners) engaged in special industries and special equipment within the province operate in accordance with laws and regulations, the Governor of Savannakhet Province issues this Directive:
Article 2
All departments, agencies at the same level, provincial military-public security commands, the Lao Front for National Construction and mass organizations, district administrative bodies, and village administrative bodies shall proactively study and grasp the content of the management of special industries and special equipment. First, they shall disseminate and popularize directives, agreements, and relevant laws to cultivate awareness and establish law-abiding concepts, broadly publicizing laws and sub-law normative documents promulgated by provincial-level administrative bodies to officials, military and police personnel in agencies, schools, and hospitals, as well as to various business units, operators, and even village-level authorities and people of all ethnic groups, so that everyone and all parties participate in and engage in the nationwide comprehensive national defense and public security maintenance work.
Article 3
The leadership of provincial and district departments and offices, as well as commune-level authorities, must be highly responsible, provide close and hands-on guidance, and conduct management, tracking, and inspection to ensure the loyalty and integrity of their staff, law enforcement personnel, and professional core personnel. At the same time, departments, offices, and agencies shall closely coordinate with provincial and district police commands to strictly and effectively inspect and manage the work concerning special industries and special instruments within their respective departments and regions.
