Articles
Article 1
Legal Aid. Legal aid refers to the provision of legal services free of charge through legal aid organizations to impoverished persons, vulnerable groups, persons with disabilities, children requiring special protection, offenders who require lawyer intervention and assistance as stipulated by law, women and children subjected to violent abuse, and victims of human trafficking.
Article 2
Interpretation of Terms. The terms used in this Decree have the following meanings: 1. Impoverished persons refer to those with no income, or whose income is below the minimum wage for workers announced by the government in each period; 2. Vulnerable groups refer to those who lack the necessary conditions to access legal information, legal advisory services, assistance in drafting legal documents, or representation by a lawyer in litigation; 3. Disabled persons refer to those with defects or loss of function in a certain organ or part of the body, or in mental or intellectual capacity (including vision, hearing, and speech), regardless of the cause of disability; 4. Children in need of special protection refer to orphans, abandoned children, children neglected in care and upbringing by parents, children subjected to physical harm, children subjected to sexual abuse, children engaged in prostitution, child victims of human trafficking, children working in environments seriously endangering life and health or subjected to labor exploitation, street children, children using drugs, children affected by AIDS or HIV, and children who are victims in legal proceedings.
Article 3
State policy on legal aid work. The State creates conditions and facilitates the development of legal aid work by formulating policies and regulations, providing budgets, and allocating personnel, vehicles, and necessary service equipment and workplaces, so that such work is efficient and effective. The State encourages and promotes the participation of domestic and foreign individuals, legal persons, and organizations in legal aid work.
