Articles
Article 1
Assign district governors and deputy district governors to closely coordinate with the District Natural Resources and Environment Office, formulate plans to go to villages to carry out land title issuance and property rights verification work in target villages within the district, complete the targets assigned by the Provincial Department of Natural Resources and Environment, simultaneously conduct land surveys, promptly go to villages for publicity, and carry out surveying and mapping in target villages as soon as possible.
Article 2
Assign district governors and deputy district governors to focus on conducting political and ideological work on personnel who will go to the countryside for surveying, so that the village administration and the general public of the target villages understand and recognize the importance of land titles, participate in the surveying, and provide information related to their own land to the field surveyors.
Article 3
Instruct the District Natural Resources and Environment Office to prepare annual revenue and expenditure plans for land title deed issuance starting from 2018, as baseline data, to enable standardized registration of revenues and expenditures within the technical division of the financial department, in compliance with the Budget Law; simultaneously instruct the District Finance Office to enable the District Natural Resources and Environment Office to register and collect surveying and mapping technical revenues at one hundred percent, in accordance with the agreement between the two ministries.
