Article 1

A. Regarding wood processing plants:

(2) Wood processing plants holding documents from the relevant industry sector but not conducting their own operations must cease operations and dismantle all machinery and equipment.
(3) Wood processing plants holding documents from the relevant industry sector and still operating, but with some parts not meeting standards, must promptly rectify the non-compliant parts.
(4) For wood processing plants operating without holding documents from the relevant industry sector, a summary and detailed verification must be made, followed by a decision to abolish them in accordance with regulations, while simultaneously removing all machinery and equipment from the premises.
(5) All wood processing plants located in districts other than Kangvieng (ຄັງວຽງ) and Thongphet (ທົ່ງເປື), situated within protected forest areas and outside protected forest areas, must be relocated to the industrial zone designated by the province; for factories unable to relocate to the provincial industrial zone, their operations shall be revoked, and all machinery and equipment shall be dismantled.
B. Regarding furniture factories of various sizes:

(2) Furniture factories and household wood workshops, particularly those located in remote areas engaged in production, such as doors, window frames, etc., that have obtained legal permission in accordance with regulations, are permitted to continue production and rectify to comply with regulations, by establishing associations and creating strict management systems; the raw materials they purchase must use wood from wood processing plants.
Article 2
Management, inspection, and organization of implementation.
(1) Relevant provincial industry departments are prohibited from further approving the establishment and operation of timber processing plants, furniture factories, and household-scale timber workshops.
(2) The Provincial Department of Industry and Trade, in coordination with the Provincial Department of Agriculture and Forestry, is assigned to take the lead in tracking and inspecting timber processing plants and furniture factories; any violations found must be strictly dealt with in accordance with laws and regulations, and handled according to the fault in line with the hierarchical management authority between the province and districts.
(3) District governors within the province are assigned to instruct relevant district industry departments to conduct detailed inspections of furniture factories, and then report to the Provincial Department of Industry and Trade, clarifying which are approved at the district level and which at the provincial level, so as to ensure compliance with laws, regulations, and hierarchical management authority in management, rectification, and remediation.
(4) Raw materials must be sourced from legally permitted origins before being supplied to timber processing plants and furniture factories.
Article 3
This Decision shall take effect and be implemented from the date of signing.
