Article 1

Article 2
Village and group-level grassroots Party committees are assigned to rectify their own working methods and styles. In addition to grassroots Party committees, cadres with higher educational qualifications and more experience should be selected and dispatched to the grassroots level; for public security and security forces, those with higher ranks or more experience should be selected to serve as advisors for grassroots work. During the period when dispatched personnel are stationed, grassroots Party committees must formulate plans for the on-site use of state cadres, assigning them tasks or assistance as appropriate to the situation.
Article 3
Reporting and feedback must be conducted in accordance with the grassroots development work system, i.e., reporting at the village group level this month (inviting village party branch secretaries, heads of grassroots cadre groups stationed in villages, and representatives of various industries stationed in villages and village groups to attend); the following month, it shall be held at the county government office.
