Article 1
All counties, departments and bureaus, divisions, industries, offices, and village administrative organizations within Xieng Khouang Province that have the authority and responsibility to lead, manage, and inspect food and beverage business units, operators, and sales services (including import and export) are required, before approving state, private, individual, or collective entities to engage in the aforementioned business activities, to ensure compliance with laws, regulations, agreements, measures, and other rules and regulations guaranteeing food and beverage safety; simultaneously, approval to engage in business may only be granted after passing hygiene inspections and quality certifications from the health sector.
Article 2
Upon receipt of this notification, all factories, producers, processors, sellers, and importers/exporters of food and beverage products must jointly implement and enforce the regulations, principles, and measures prescribed by the health sector; if they have not passed health sector inspections or quality certification, they are strictly prohibited from engaging in business activities serving society.
Article 3
Assign the Provincial Health Department and the Health Offices of each district as the lead responsible entities to detail and implement this, and to coordinate and cooperate with all departments, industry sectors, and various organizations within the province to jointly carry out work related to this order.
