Articles
Article 1
All state organizations, individuals, and legal persons within Xieng Khouang Province are required to strictly adhere to and implement the Law on Notarization, No. 11/NA, dated November 26, 2009, the Order on Strengthening Attention to the Strict Implementation of the Law on Notarization, No. 10/PM, dated April 1, 2016, and all regulations concerning notarization work, in order to ensure social justice and civilization, follow the Party and State's lines and policies, and make significant contributions to the economic and social construction and development of the nation and Xieng Khouang Province.
Article 2
All county magistrates, departments and bureaus, public security command, provincial-level organizations, banks, state-owned enterprises, companies, and all relevant departments, including public and private entities and all citizens, are required to uniformly acknowledge and implement the following: All types of contracts and documents, such as franchise contracts, construction contracts, sales contracts, loan contracts, lease contracts, transport contracts, partnership contracts, property transfer contracts, regulations of various companies, certified translations, document copies, fingerprinting, personnel and photo comparisons, certification of pre-marital property or joint marital property, and other types of documents, must be submitted to the Xieng Khouang Provincial Notary Office or the county notary working group for legality certification before they can be considered correct, compliant, valuable, and legally effective contracts or documents.
Article 3
Direct all District Chairpersons, Department and Bureau Heads, the Public Security Command, provincial-level organizations, banks, state-owned enterprises, companies, and all relevant entities within Xieng Khouang Province, including both public and private sectors and all citizens, to be informed and jointly, strictly, and effectively implement and enforce this Order.
