Summary
This Law stipulates the objectives and fundamental rules of the social insurance system, clarifies the definition of social insurance and the interpretation of related terms, and applies to employers and individuals who participate in social insurance in accordance with the law within the territory of Laos, so as to safeguard the basic living rights and interests of workers in circumstances such as old age, illness, work-related injury, and unemployment.

Article 1
Article 1 Purpose
This Law stipulates principles, regulations, and measures regarding the organization, operation, management, and supervision of social insurance work, to systematize, strengthen, and make such work effective. Through the contribution of social insurance mutual funds and the provision of social insurance benefits, it protects the rights and interests of workers, insured persons, and their family members, aiming to ensure basic living standards, build solidarity and harmony, align with regional and international standards, and contribute to the country's economic and social development.
Article 2
Article 2 Social Insurance
Social insurance refers to the guarantee for insured persons and their family members to receive benefits from the Social Insurance Fund under the conditions prescribed for each circumstance, in order to ensure their basic livelihood in the following situations: medical treatment, occurrence of work-related accidents or occupational diseases, childbirth, loss of working capacity, retirement (old age), death, family member allowances, and unemployment.
Article 3
Article 3 Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Employer (user of labor) means an individual, legal entity, or organization that uses workers to work for it and must pay wages or labor remuneration and benefits in accordance with the law and labor contract;
2. Work unit means a production, commercial, trade, or service business unit registered in accordance with the law in various economic and social sectors;
3. Civil servant (cadre-civil servant) means a Lao citizen who is recruited, elected, or appointed to hold a position in organizations such as the Party, the State, the Lao Front for National Construction, the Lao Veterans’ Federation, and mass organizations at central and local levels, or assigned to representative offices of the Lao People’s Democratic Republic abroad or international organizations, and receives wages and allowances from the state budget;
4. Worker means an individual who works under the supervision and management of an employer and receives wages or labor remuneration and benefits as compensation for labor, in accordance with the law and labor contract;
5. Self-employed worker means an individual who works for self-employment in various fields such as agriculture, industry, commerce, and services;
6. Voluntary contributor means a self-employed worker or general citizen who voluntarily contributes mutual funds to the social security fund;
7. Insured person means civil servants, military personnel, police, workers receiving wages or labor remuneration, and voluntary contributors who contribute mutual funds to the social security fund, including pension recipients and recipients of incapacity for work benefits;
8. Contribution period means the period during which mutual funds are contributed to the social security fund. For civil servants, the period of receiving sick leave benefits or maternity benefits shall be calculated from the date of recruitment as a civil servant;
9. Family member means the spouse (husband, wife), children, father, and mother of the insured person;
10. Caregiver means the spouse (husband, wife), children, or other individual responsible for providing care and assistance to a person with first-degree incapacity for work;
11. Mutual fund (contribution) means the amount contributed monthly by the Government, the employer, and the insured person to the social security fund at the prescribed rates.
