Articles
Article 1
It is strictly prohibited for any individual or legal entity to engage in production activities such as land clearing for cultivation, livestock breeding, and logging or deforestation within the area of Mountain 106, Qiaolong, and Huisaliang National Protected Area, including residents who previously engaged in production activities in this area; all such activities are strictly forbidden.
Article 2
The appointed committee is tasked, in coordination with the Phaxay County administration and relevant departments, to go to the grassroots to conduct statistics and registration of individuals to be resettled in accordance with the provincial policy, particularly the 96 households that have illegally cleared forests and reclaimed land in the areas of Hill 106, Qiaolong, and Huisaliang in recent years; these households shall be relocated to the Phaxay County general site and the Namxie site, in order to protect the land and forests in the aforementioned areas, making them protection forests, conservation forests, natural tourist attractions, and hydropower development zones, in conjunction with national defense and security strategic work.
Article 3
All previous legal documents (such as use approval certificates, etc.) issued regarding the use of the above-mentioned state-protected areas that conflict with this Directive are hereby repealed.
