Article 1
Purpose. This Decision prescribes principles, rules, and measures regarding the organization and activities of village dispute resolution committees, aiming to enhance unity and harmony among the people of various ethnic groups within the village, reduce cases appealed to the courts, and contribute to maintaining social peace, order, and justice.
Article 2
Village-Level Dispute Mediation. Village-level dispute mediation refers to the mediation of disputes occurring within a village by the Dispute Mediation Committee in a conciliatory manner, aiming to bring awareness to the parties and enable them to voluntarily reach an agreement to resolve the dispute that has arisen.
Article 3
Interpretation of Terms. The terms used in this Decision shall have the following meanings: 1. Village dispute refers to disagreements, misunderstandings, failure to reach consensus, or conflicts between individuals and individuals, or between individuals and organizations, within the same village or different villages, arising from relationships in civil, commercial, family, environmental, and other matters; 2. Conciliation refers to mutual concessions and mutual understanding; 3. Parties refer to natural persons, legal persons, or organizations involved in a dispute, including the claimant and the respondent.
