Article 1
Purpose. This Decision stipulates principles, regulations, and measures regarding the management and inspection of building law-abiding model households and law-abiding model villages, in order to ensure the unified and effective implementation of this work, aiming to educate family members and village people to know, correctly and deeply understand the Constitution and laws; enhance the conscious awareness of respecting and complying with the law, increasingly strictly abide by the law, promote and solidify the tradition of unity and harmony within families and villages, curb and repel all negative phenomena that violate the law, actively engage in developing families and villages to make them strong, equal, and just, laying a solid foundation for a people's democratic, law-governed state.
Article 2
Building Law-Abiding Model Families and Law-Abiding Model Villages. Building law-abiding model families and law-abiding model villages refers to the process of organizing and implementing activities to foster a conscious awareness among family members and people of all ethnic groups within the village of respecting and complying with the Constitution, laws, and village regulations, starting from individual families, villages, districts, provinces, and the capital, and gradually expanding nationwide in accordance with the steps and methods prescribed in this Decision.
Article 3
Interpretation of Terms. The terms used in this Decision have the following meanings: 1. Law-abiding model family refers to a family where the majority of members have comprehensively received legal education, correctly understand and comprehend, and possess a conscious awareness of respecting and strictly complying with the Constitution, laws, and village regulations; 2. Law-abiding model village refers to a village where the majority of people have comprehensively received education on the Constitution and laws, correctly understand and comprehend, and possess a conscious awareness of respecting and strictly complying with the Constitution, laws, and village regulations; 3. Village legal bookcase refers to a collection, storage, and accumulation of legal books and other printed materials containing legal knowledge, provided in the form of information services to people of all strata within the village.
