Article 1

Article 1. Purpose
This Law stipulates the principles, rules, and measures concerning the management, monitoring, inspection, and activities related to meteorological and hydrological work, aiming to promote the continuous development, modernization, efficiency, and effectiveness of such work. It is intended to prevent and mitigate the impacts of natural disasters on living beings, the state, collective and people’s property, and society; to ensure the rapid and accurate provision of information and data; to align with regional and international standards; and to contribute to the sustainable economic and social development in a green direction and to the stability of the nation.

Article 2

Article 2. Meteorology and Hydrology
Meteorology is the science that studies the relationships between weather in the atmosphere, oceans, and land.
Hydrology is the science that studies the cyclic movement of surface water, groundwater, and atmospheric water, as well as the distribution of their quantity and quality.
