Article 1

Purpose. This Decree prescribes poverty alleviation standards and development standards, serving as the basis for determining poverty alleviation targets, aiming to build families, develop villages, rural large townships, and comprehensively strong districts, in accordance with the resolutions of the Party Congress and the national socio-economic development plans for each period, so as to achieve practical results.

Article 2

Poverty Alleviation Standards and Development Standards. Poverty alleviation standards refer to the determination of basic economic and social conditions used to assess whether a household, village, or county is in poverty, ensuring they align with the actual circumstances of each stage of the country. Development standards refer to the determination of comprehensive conditions used to measure the outcomes of building households, developing villages, rural large townships, and comprehensively strengthening counties, ensuring they align with the actual circumstances of each stage of the country.

Article 3

Definition of Terms. The terms used in this Decree shall have the following meanings: 1. Poverty alleviation means achieving basic elements in daily life, namely: having a diet that provides more than 2,100 kilocalories of energy per person per day, having clothing, having a fixed residence, being able to pay for medical expenses when ill, being able to afford basic education, and being able to access the basic public service network; 2. Development means the results achieved in the construction process, meeting the conditions and standards for development, namely: a firm and strong political system; orderly, stable, and secure social order; a united and harmonious people with high political awareness and a consciousness of respecting and complying with laws and regulations; the people can access basic public services and have achieved poverty alleviation; sustained and sustainable growth of the economic and social foundation; natural resources and the environment are managed, protected, and utilized in a green and sustainable direction; 3. Basic public services means public welfare services provided to the people by state agencies, business sectors, and social organizations, primarily in the areas of health, education, transportation, information, energy and clean water, material and technical infrastructure, finance and commerce, security, and other basic conveniences beneficial to life and livelihood; 4. Family means a cell of society, consisting of husband, wife, children, or other members of the family who have mutual relationships, live together, and hold legal household registration; 5. Rural area means an area located outside of cities, provincial towns, and district towns, where residents primarily engaged in agriculture live under the jurisdiction of village administrative authorities.
