Article 1

Purpose. Article 2. Border Trade. Border trade refers to the purchase, sale, exchange, and import-export of goods conducted through border checkpoints between the Lao People’s Democratic Republic and neighboring countries. Article 3. Interpretation of Terms. The terms used in this Decision shall have the following meanings: 1. Countries neighboring the Lao People’s Democratic Republic refer to: the Kingdom of Thailand, the Socialist Republic of Vietnam, the People’s Republic of China, the Kingdom of Cambodia, and the Republic of the Union of Myanmar. 2. Border checkpoints refer to: international checkpoints, local checkpoints, and traditional checkpoints of the Lao People’s Democratic Republic that are mutually recognized and acknowledged between the Lao People’s Democratic Republic and neighboring countries. 3. Border trade operators refer to: individuals, legal entities, or organizations engaged in the purchase, sale, exchange, and import-export of goods through border checkpoints within the territory of the Lao People’s Democratic Republic, in accordance with Lao laws and regulations.

Article 2

Scope of Application. This Decision applies to domestic and foreign individuals, legal persons, and organizations engaged in border trade activities within the Lao People's Democratic Republic. Chapter II Forms of Border Trade

Article 3

Forms of border trade. The forms of border trade in the Lao People's Democratic Republic include: ordinary border trade, border trade under agreement frameworks, and people's border trade. Article 6 Ordinary Border Trade. Ordinary border trade refers to the trade conducted between operators within the entire territory of the Lao People's Democratic Republic and operators from neighboring countries, involving the purchase, sale, exchange, import, and export of goods under the trade conditions and procedures of both countries.
