Articles
Article 1
Purpose. — To provide a basis for all provincial departments, People's Councils, People's Courts, People's Procuratorates, military forces, police, equivalent agencies, and all districts in formulating plans and organizing implementation, managing state budget expenditures, foreign aid funds, and domestically raised funds under state management, ensuring uniformity across the province. — To respond to ensuring that budget expenditures are commensurate with collection capacity and the amounts approved by the People's Council and actually received. — To ensure that public officials and civil servants perform their work duties with a high sense of responsibility. — To ensure the normal operation of state administrative agencies, and to guarantee the protection and maintenance of state assets, as well as the economical and efficient management and use of state budget expenditures.
Article 2
Interpretation of Terms. The terms used in this Decision have the following meanings: 1. Economy: means using limited resources such as the state budget, state funds and assets, labor, official working time, natural resources, energy, etc., at a rate lower than the regulations, standards, and established levels, to achieve the highest efficiency while still enabling the work to meet its objectives. 2. State funds: means funds from the state budget, development assistance funds, state-guaranteed credit funds, funds of state enterprises, funds of state joint ventures, and other funds managed by the state. 3. Wastefulness: means using the state budget, state funds and assets, labor, official working time, natural resources, energy, etc., beyond the established regulations and standards and without efficiency. 4. State budget expenditure: means administrative expenditures and investment expenditures from the state budget as determined in the state budget plan of state organizations, the Lao Front for National Construction, and mass organizations, and approved annually by the National Assembly and Provincial People's Assemblies, as well as expenditures from the state budget and development grant funds (loans and grants). Article 3: Sources of Funds Used. The sources of funds used include 3 types: 1. Revenue from the provincial and district budgets and central equalization allocations. 2. Loans and foreign grants. 3. Contributions from domestic and foreign non-governmental organizations, enterprises, public contributions, and other revenues.
Article 3
Scope of Application. 1. Provincial departments, People's Councils, People's Courts, People's Procuratorates, military, police, equivalent agencies, various sectors, and all districts within the province. 2. Technical administrative units, state funds, and projects at the provincial and district levels using foreign loans and non-refundable aid funds.
