Article 1

Purpose. This Agreement stipulates the principles, regulations, and various measures for the management and rectification of order in the urban area of Pakse City, Champasak Province, aiming to make it peaceful, clean and orderly, convenient, safe, environmentally beautiful and aesthetically pleasing, in order to elevate the level of this provincial major city, enabling its future upgrade to a city (municipality).

Article 2

Order Management and Rectification. Order management refers to the tracking and inspection of the implementation of regulations related to order rectification, ensuring accuracy and strictness. Order rectification refers to the process of arranging social order to constrain the conduct of individuals, legal persons, and organizations within the prescribed regulatory principles, such as: formulating regulations concerning land use, buildings, technical infrastructure, traffic passage, vehicle use, road use, freight and passenger transport services, environmental protection and cleanliness, business operations (including the display of goods along roads), aiming to achieve orderly and tidy social order.

Article 3

Term Interpretation. The terms used in this agreement are defined as follows: 1. Urban area refers to the economic, social, and administrative center of a district, covering several villages, with boundaries delineated according to the management of a single county or city master plan; 2. Land use refers to the form, method, and condition of construction permitted on the land parcel in accordance with regulations; 3. Attached components refer to structures such as frames and columns that are part of buildings or houses; 4. Technical infrastructure refers to large-scale infrastructure systems with a systematic structure within the urban area; 5. Disturbances and nuisances refer to dirty, noisy, unsightly conditions and atmospheres that impair visual and sensory experiences; 6. Amenities refer to various equipment and devices related to large-scale infrastructure structures; 7. Urban signs and symbols refer to roundabouts, fountains, sculptures, model buildings, large plaques, and city gates placed in venues, roads, and public areas; 8. Traffic lanes refer to lane divisions marked with white driving lines; 9. Visibility refers to positions at road intersections where drivers should see the front and side views clearly before turning; 10. Sewage refers to dirty water from washing, households, premises, and wastewater from human and animal waste discharge; 11. Various structures refer to medium to small buildings and installations, whether public or private, systematic or unsystematic, built along roadsides and in public places.
