Articles
Article 1
The Department of Livestock and Fisheries is instructed to intensify attention as follows: closely monitor information and intelligence on the occurrence of avian influenza outbreaks in surrounding regions and neighboring countries; review the joint surveillance and response task force with the Ministry of Health; formulate plans and seek assistance from relevant international organizations to ensure preparedness and availability in terms of budget, materials, equipment, and testing and laboratory capabilities; coordinate with provincial and Vientiane Capital Agriculture and Forestry Offices to conduct publicity and education, explaining the dangers of avian influenza (H5N1) to the public, personnel, and operators raising and managing poultry in households, groups, or farms, and ensure strict cooperation in the prevention, surveillance, and containment of this disease.
Article 2
Instruct the Departments of Agriculture and Forestry of provinces and Vientiane Capital to direct the livestock and fisheries sector, in coordination with the District Agriculture and Forestry Offices, to strengthen attention, tracking, inspection, monitoring, prevention, control, and blocking of avian influenza in the following high-risk locations: border checkpoints with trading, buying, selling, and transportation of poultry and poultry products; areas with poultry farms, intensive poultry household rearing areas, and live poultry markets; and areas where flocks of egrets migrate from cold regions to or pass through a certain area of Laos.
Article 3
In this specific focus, the livestock and fisheries sectors of provinces and Vientiane Capital shall, in coordination with district agriculture and forestry offices, closely monitor and inspect the health status of poultry within their jurisdictions according to the circumstances as follows:
