Articles
Article 1
Purpose. This Presidential Decree stipulates principles, systems, and measures for the annual assessment and collection of road fees, in order to centralize and unify management and implement them uniformly nationwide; all domestic and foreign individuals, legal entities, and organizations living and conducting business activities within the Lao People's Democratic Republic are obligated to pay road fees; it ensures that all road fee revenues are fully remitted into the state budget in accordance with the provisions of the State Budget Law.
Article 2
Road Fee. The road fee is a toll levied on vehicles owned by domestic and foreign individuals, legal entities, and organizations living and conducting business activities within the Lao People's Democratic Republic.
Article 3
Principles for Road Fee Assessment. The assessment of road fees shall be organized and implemented in accordance with the following principles: 1. Centralized and unified implementation nationwide; 2. Open, transparent, and auditable; 3. Assessed based on vehicle types, engine power, laden weight including the vehicle body, and passenger seating capacity including the driver.
