Article 1
Purpose. This Decree stipulates principles and regulations regarding the management, supervision, and inspection of the Road Fund, in order to raise, mobilize, and accumulate funds, aiming to ensure sufficient and sustainable funding for road maintenance, repair, and road safety work, to make them effective and efficient.
Article 2
Road Fund. The Road Fund, abbreviated as "Road Fund," is a state-established fund used to accumulate resources from domestic and foreign sources, invested in road maintenance, repair, restoration, construction, and road safety work, aiming to ensure convenient, safe, and smooth passage.
Article 3
Principles for Road Fund Management and Use. The management of the Road Fund shall adhere to the following principles: 1. It must be centralized and unified in accordance with the national budget system; 2. The Road Fund shall be used in a targeted, economical, and effective manner; 3. All revenues and expenditures must be processed through the national treasury account system and recorded in accordance with the principles and regulations of the national accounting system; 4. The budget management of the Road Fund shall be flexible, swift, fair, and transparent, ensuring expenditure according to the plan for each fiscal year; 5. Regular inspections and audits shall be conducted in accordance with laws and regulations.
