Articles
Article 1
Purpose. This Decree stipulates the principles, regulations, and responsibilities concerning the training and development of cadres-civil servants, so that such work is carried out systematically and correctly, in accordance with the Party's lines, policies, and the laws of the State, aiming to enhance the knowledge and capabilities of cadres-civil servants belonging to the Party, the State, the Lao Front for National Construction organizations, central-level mass organizations, and local authorities, enabling them to perform their duties with high efficiency and effectiveness, and to meet the demands of socio-economic development and integration into the region and the international community.
Article 2
Training and development of cadres and civil servants. Training refers to the process of systematically and fundamentally learning and enhancing the knowledge, capabilities, and attitudes of cadres and civil servants within a short period, aimed at improving work performance to make it more effective. Development refers to the process of systematic and continuous learning and enhancement, covering both short-term and long-term periods, enabling cadres and civil servants to possess political qualities, revolutionary moral character, and knowledge in politics, administration, science, technology, expertise, and foreign languages, ensuring efficient performance of their duties.
Article 3
Definition of Terms. The terms used in this Decree shall have the following meanings: 1. "Knowledge" means wisdom, information, and science acquired from learning, research, reading, listening, observation, experience, theory, and practical experimentation; 2. "Ability or Skill" means the capacity to apply knowledge proficiently, creatively, effectively, and efficiently in performing duties, such as time management, teamwork, leadership, and motivating oneself and the team; 3. "Mentoring and Handover (Teaching Work)" means explaining to cadres and civil servants to enable them to know and understand the methods, forms, and principles of carrying out work, so that they correctly comply with regulations and achieve success according to objectives; 4. "Rotation" means the process of transferring or reassigning cadres and civil servants from one job responsibility to another, enabling them to learn and understand multiple tasks; 5. "Assigned Trial Work" means increasing the responsibilities, accountability, and decision-making authority of cadres and civil servants to test their ability to complete a certain task and learn new skills, thereby developing their competence to perform duties efficiently; 6. "Distance Education" means imparting knowledge, abilities, and experience through media such as radio, television, audio recordings, email, websites, and teleconferencing, where learners and instructors are not in the same location; 7. "Seminar" means learning through research, discussion, and mutual exchange of opinions; 8. "Study Tour" means on-site learning outside the workplace, aimed at acquiring knowledge, enhancing knowledge, understanding, skills, and exchanging experiences, ideas, and perspectives.
