Articles
Article 1
Purpose. This Decree stipulates the principles, regulations, measures, and methods concerning the prevention and control of animal epidemics, in order to block, limit, and progressively move towards the eradication of epidemic animal diseases, aiming to prevent the occurrence of epidemics within the Lao People's Democratic Republic, ensure the health of livestock, high productivity, safety for consumers, and avoid causing harm to the national economy, society, and environment.
Article 2
Prevention and Control of Animal Epidemics. Animal epidemic prevention refers to the application of epidemic prevention methods at a farming site to prevent or mitigate risk factors before animals become ill, aiming to ensure that animals do not contract diseases, thereby avoiding harm to the farming industry and consumers. Animal epidemic control refers to the application of epidemic control measures at a farming site or within a designated area to limit and eliminate an animal epidemic that has already occurred, to bring it under control and restore normal conditions, including treatment, adoption of administrative measures and emergency control plans, or a plan to eradicate a particular animal epidemic, so that the animal epidemic does not exist or occur within the territory of Laos.
