Article 1
Article 1: Purpose
This Law prescribes principles, regulations, and measures for the management, supervision, and inspection of technology transfer, to promote and facilitate research, development, invention, trade, investment, production, services, as well as industrialization and modernization, aiming to enable society to use appropriate, advanced, modern, highly beneficial and efficient, environmentally friendly technologies aligned with green and sustainable directions, capable of regional and international integration, contributing to economic and social development, national defense, and the realization of social justice.

Article 2 Technology Transfer
Technology transfer refers to the transfer of all or part of the ownership or right to use technology, including know-how, experience, technical processes, methods or approaches, tools, equipment, machinery, means of transport, etc., from the party entitled to transfer to the transferee.
