Articles

Article 1

Purpose. This Agreement stipulates policies, principles, regulations, and measures for the management, comparison, verification, registration, and re-verification of water meters produced, imported, exported, used, and serviced within the territory of Laos, to achieve uniformity, based on correctness and accuracy, and in conformity with regional and international regulations, aiming to promote and facilitate quality and practical services, contributing to national economic and social development.

Article 2

Water Meter. A water meter refers to a measuring instrument used continuously to measure the volume of water, displaying and recording the amount of water that has passed through in a calculable numerical format. The characteristics of a water meter must be suitable for use under various temperatures and (pressure, etc.) conditions. Article 3

Terminology. The terms used in this Agreement are defined as follows: 1. Actual water volume means the volume of water flowing through the water meter without time limitation; 2. Adjustment value means the composite value used in the water meter to display results, allowing for the inclusion of deviations within the established range; 3. Flow rate (Q) means the calculated result of the volume of water flowing through the water meter compared to the time period of flow; 4. Low flow rate (Qmin) means the volume of water flowing through the water meter that is lower than the normal state (compared by time); 5. Normal flow rate (Qn) means the volume of water flowing through the water meter in an average manner; 6. Overload flow rate (Qmax) means the volume of water flowing through the water meter that is stronger than the normal state (compared by time); 7. Flow variation (k) means a variable flow value occurring between two different zones, such as normal flow rate (Qn) and low flow rate (Qmin), where the deviations in each zone differ; 8. Deviation means the volume of water recorded by the water meter minus the actual water volume; 9. Measured value means the volume of water measured by the water meter that corresponds to the actual water volume; 10. Maximum and minimum deviation means the maximum and minimum permissible deviations as stipulated in the regulations; 11. Decrement or increment means the smallest distinguishable difference; 12. Display screen means a component of the water meter that displays the volume of water flowing through and allows for reading that volume; 13. Displayed digits means the value of the volume of water flowing through the water meter, shown in numerical or reading form; 14. Value certification means a standard value that has been approved.
