Articles
Article 1
Purpose. This Agreement stipulates the policies, principles, regulations, and measures for the management, comparison, verification, registration, and re-verification of weighing instruments (scales) produced, imported, exported, used, and providing services within the territory of Laos, in order to unify them, based on correctness and accuracy, and in conformity with regional and international regulations, aiming to promote and advance quality and practical services, contributing to the national economic and social development.
Article 2
Weighing instrument (scale). A weighing instrument refers to a measuring device used to weigh the mass of goods and various objects, so as to indicate weight in the sale, exchange of commodities, and other services, with its basic unit of measurement being the kilogram (kg).
Article 3
Interpretation of Terms. 1. Mass (value) means weight, the basic unit of measurement of which is the kilogram (kg); 2. Scale indication variation (d or e) means the movement of the mass of an object from one point to another (increase or decrease) on the scale’s display screen when weighing the object, the basic unit of measurement of which is the kilogram (kg); 3. Analog scale means a scale that does not use electricity; 4. Digital scale means a scale that uses electricity; 5. Measuring instrument means a tool used for measurement, consisting of a single device or used in conjunction with other auxiliary equipment; 6. Accuracy class means the class of correctness and accuracy; 7. Seal affixed to a measuring instrument means a mark that protects the measuring instrument from being altered, modified, disassembled in part, or damaged in part; 8. Re-verification mark means a mark used for tools and measuring instruments, certifying that the tools and measuring instruments have passed inspection and are correct; 9. Certificate means a document certifying the results of re-verification; 10. Metrology management authority means the Department of Standards and Metrology, the Ministry of Science and Technology, provincial and municipal science and technology offices, and authorized district science and technology offices.
