Article 1
Purpose. This Agreement stipulates principles, regulations, and measures for the management, tracking, and inspection of postal product standards and service quality, aiming to achieve efficient, convenient, rapid, safe, and punctual delivery of services, and to ensure correct implementation in accordance with international technical regulations, principles, and standards.
Article 2
Postal Product Standards and Service Quality. Postal product standards refer to provisions on the dimensions and weight of postal products, as well as the service time limits for the acceptance, transmission, and delivery of domestic mail and the delivery of inbound international mail, in order to achieve established objectives and comply with international regulations. Postal service quality refers to ensuring that services meet the technical indicator standards stipulated by the Universal Postal Union and the satisfaction of users.
Article 3
Definition of Terms. The terms used in this Agreement shall have the following meanings: 1. Postal service quality indicators refer to postal service quality standards, technologies, and the satisfaction of postal service users; 2. Satisfaction indicators refer to the results of resolving issues for service users, measured by collecting data through customer service centers and distributing questionnaires to service users; 3. Dimensions refer to measurements of the width, length, height, or thickness of packaged mail, calculated in millimeters; 4. Weight refers to the value obtained by weighing packaged mail, calculated in grams; 5. Day (days) refers to the prescribed time limit for mail delivery; 6. Special mail bags (M bags) refer to mail bags containing newspapers, magazines, books, and similar printed materials, received by the same addressee at the same address; 7. Barcode refers to the code of mail, serving as a machine-readable optical mark representing information.
