Article 1
Purpose. This Decree prescribes principles, regulations, and measures for the management, monitoring, and inspection of Sangha education to ensure high quality and continuous progress of Sangha education, thereby training monks, novices, and lay male and female devotees to possess knowledge, ability, and wisdom in Buddhist studies, natural sciences, and social sciences; to become good citizens with morality, conduct, and virtue, dedicated to the cause of defending and building the nation.
Article 2
Sangha Education. Sangha Education is the process of teaching and learning concerning Buddhism, natural sciences, social sciences, behavioral sciences, linguistics, and philology.
Article 3
Definition of Terms. The terms used in this Decree-Law shall have the following meanings: 1. Monastics (Pabbajita), meaning those who have renounced worldly life for religious practice; 2. Laypersons (Gahattha), meaning faithful followers who have not renounced worldly life; 3. Sangha Education Administrators, meaning the Chairpersons and Vice-Chairpersons of Sangha Education Committees at various levels, as well as the Directors and Deputy Directors of Sangha Education Institutions; 4. Fixed Allowance, meaning a monthly payment regularly issued to monastics serving as teachers and Sangha education staff; 5. Pali Scriptural (Doctrinal) Education, meaning teaching primarily focused on Buddhism; 6. General Sangha Education, meaning teaching that combines Buddhism with general secular education; 7. Higher (Bachelor-Level) Sangha Education, meaning study undertaken after completing Pali Scriptural Education and General Sangha Education; 8. Religious Affairs, meaning work related to religion; 9. Administrative Affairs, meaning work related to government administration; 10. Upasaka, meaning a male lay devotee; 11. Upasika, meaning a female lay devotee; 12. Bhikkhu, meaning a monastic who observes the 227 precepts; 13. Samanera, meaning a novice monastic who observes the ten precepts; 14. Male White-Robed Practitioner (Eight-Precept Male), meaning a male practitioner who observes the eight precepts; 15. Female White-Robed Practitioner (Eight-Precept Female), meaning a female practitioner who observes the eight precepts; 16. Religious Followers, meaning those who profess a religion; 17. Dhamma, meaning the doctrine elucidating cause and effect; 18. Vinaya, meaning the disciplinary rules for monastics in Buddhism.
