Articles
Article 1
Assign the provincial-level departments and equivalent agencies of Oudomxay Province, districts, district-level offices, business entities, and all citizens throughout the province to prioritize and implement the "Deed Registration Law," especially all contracts and documents specified in Article 9 of the "Deed Registration Law" (accompanied by a list of documents). Before execution or proceeding to the Provincial Finance Department or Finance Office for property registration, such documents must first be reviewed by the deed registration authority in accordance with the law and issued a confirmation of legality. Any of the aforementioned documents or contracts shall have legal effect only after obtaining the confirmation of legality from the deed registration authority.
Article 2
For any contract or document submitted to the Provincial Finance Department or District Finance Office for property registration, or any contract or document submitted for enforcement to any state agency, if it has not yet obtained confirmation of legality from the title deed registration authority, the relevant state agency shall guide the party to first submit that document or contract to the title deed registration authority for verification and confirmation in accordance with the law.
Article 3
The collection of fees and service charges by the deed registration authority shall be strictly implemented in accordance with the State President's Decree No. 003/ປປທ (December 26, 2012) and the Minister of Justice's Instruction No. 873/ກຍ (October 10, 2014).
