Article 1
I. Purpose: To enable central and local organizations to further understand, comprehend, and clarify the essence of the Prime Minister's Order No. 34/ນຍ dated August 23, 2016, achieve unity, and ensure effective implementation nationwide; to continue to deepen, broadly promote, and achieve tangible results in the "Three Builds" guideline, meeting the targets set forth in said Order.
Article 2
2. Guiding Perspectives to Be Adhered To: In building the province as a strategic unit, the district as a comprehensive and robust unit, and the village as a development unit, the following points must be observed: 1. The "Three Builds" work is a long-term, complex, meticulous, and sensitive task, requiring planned and step-by-step continuous advancement, thorough and scientific, with close leadership, starting from necessary, feasible, and available points, then gradually and reasonably supplementing and expanding; 2. Adhere to the Party's principle of democratic centralism and the unified centralism principle of state management in accordance with the Constitution and laws; 3. Comprehensive advancement mainly includes: political ideology, economy, social culture, organizational structure and personnel, etc., and achieve close and proficient coordination between line sectors and local Party committees and local authorities.
Article 3
III. Direction: 1. Ministries shall comprehensively and rigorously perform macro-management functions; while studying the transfer of project work and professional functions in administrative management within their sectors to local authorities in accordance with regulations; 2. Local authorities, under the leadership of the Party Committee at the same level, shall further enhance their sense of ownership and responsibility, implement various investment projects and assigned work tasks; while adhering to the Party's principle of democratic centralism and the principle of unified centralization of state management in accordance with the Constitution and laws; 3. To ensure the strong and continuous advancement of the "Three Constructions" work, local authorities shall incorporate various investment projects and annual professional work into the annual economic and social development plan and budget plan.
