Articles
Article 1
Purpose. This Decree stipulates principles and regulations regarding the establishment, operation, management, and supervision of the Environmental Protection Fund, in order to raise and mobilize funds from domestic and foreign sources, accumulate capital, meet the sustainable needs of natural resource management and environmental protection work, and contribute to the realization of socio-economic development plans along a green and sustainable direction.
Article 2
Environment Protection Fund. The Environment Protection Fund, abbreviated in Lao as "ກປສ" and in English as "Environment Protection Fund - EPF," is a fund established by the state, aimed at mobilizing and accumulating funds from domestic and international sources through various means, to meet the needs of natural resource management and environmental protection work, making it effective and sustainable.
Article 3
Definition of Terms. The terms used in this Decree have the following meanings: 1. Management regulations refer to the management administrative regulations of the Environmental Protection Fund Office, approved by the Board of Directors and revised in stages. 2. Administrative manual refers to the technical guidance manual on project implementation, including: steps for submitting and reviewing project reports; steps for project implementation, monitoring, and evaluation; financial management and procurement of the Environmental Protection Fund Office and all funded projects. 3. Eligible applicants for funding refer to state sector organizations, commercial sectors and private sectors, commercial units, or social organizations at the central, provincial, district, or village levels that meet the funding application conditions determined by the administrative manual. 4. Project recipients refer to those who meet the funding application conditions, have been approved for Environmental Protection Fund funding, and have signed a grant or loan contract with the Environmental Protection Fund. 5. Funding item refers to funds specifically allocated by the Environmental Protection Fund for projects related to natural resource management and environmental protection. 6. Grant funding refers to providing non-repayable grant funds to projects that meet the funding application conditions, without the need to repay the funds. 7. Environmental Protection Fund assets refer to state-owned assets managed and used by the Environmental Protection Fund.
