Article 1
Purpose. This Decision stipulates the principles and procedures for strategic environmental assessment, so that relevant sectors and localities integrate environmental work into the formulation or review of their policies, strategies, and plans, aiming to avoid or reduce environmental impacts and promote economic and social development along a green and sustainable path.
Article 2
Strategic Environmental Assessment. Strategic environmental assessment is a process of estimating potential environmental impacts that may arise during the formulation of policies, strategies, and plans, including consideration of issues related to climate change impacts. Such impact assessment must identify methods and measures to avoid or reduce environmental impacts, with the aim of achieving sustainable development goals.
Article 3
Definition of terms. The terms used in this Decision have the following meanings: 1. Environmental issue refers to the environment affected by the process of economic and social development, including increased waste, declining water and air quality, soil chemical pollution, degradation and reduction of forest cover, loss of biodiversity, and climate change. 2. Sustainable development refers to economic and social development carried out in parallel with environmental protection, without affecting future generations. 3. Relevant sectors and localities refer to ministries and local administrative agencies that formulate or review their own sectoral policies, strategies, and plans. 4. Major environmental issue refers to issues affecting the sustainability of society and nature at the national and regional levels. 5. Green growth refers to economic growth that sustainably utilizes natural resources. 6. Impact refers to positive and negative impacts, or direct and indirect impacts, on the environment, society, and nature. 7. Baseline data refers to data existing prior to the formulation and implementation of policies, strategies, and plans. 8. Environmental element refers to the natural environment and the man-made environment.
