Articles
Article 1
Purpose. This Decree stipulates the system for the allocation and management of official vehicles for senior leading cadres, serving as the basis for the work of the Party, the State, the Lao Front for National Construction, and central mass organizations, ensuring uniformity and centralization; facilitating and creating conditions for senior leading cadres to fulfill tasks assigned by the Party, the State, and the people, aiming to implement the national policy of economy, making it consistent with the actual socio-economic conditions of our country.
Article 2
Official vehicles. Official vehicles refer to state-owned public property allocated by state organizations to senior leading cadres holding administrative leadership positions, for their management and use, to be used for official work and not for private business operations.
Article 3
Definition of terms. The terms used in this Decree have the following meanings: 1. Leader refers to senior leading officials who hold leadership and management positions and exercise their powers in accordance with their duties, rights, and obligations within the Party, State, Lao Front for National Construction, and central mass organizations. 2. Category 1 senior leading official administrative leadership positions include: the President concurrently serving as General Secretary of the Party Central Committee, the President, the General Secretary of the Party Central Committee, the President of the National Assembly, the Prime Minister, and members of the Politburo of the Party Central Committee. 3. Category 2 senior leading official administrative leadership positions include: Secretaries of the Party Central Committee, the Vice President, Vice Presidents of the National Assembly, and Deputy Prime Ministers. 4. Category 3 senior leading official administrative leadership positions include: members of the Party Central Committee, heads of Party committee departments, Ministers and heads of ministerial-level agencies, Chairpersons of National Assembly committees and the Secretary-General of the National Assembly, the President of the Supreme People's Court, the Prosecutor General of the Supreme People's Procuracy, the President of the State Audit Agency, the Governor of the Bank of the Lao People's Democratic Republic, the President of the Central Committee of the Lao Front for National Construction, the President or Secretary of central mass organizations, the Secretary of the Vientiane Capital Party Committee, the Secretary of provincial Party committees, the Mayor of Vientiane Capital, Provincial Governors, and Chairpersons of the People's Councils of Vientiane Capital and provinces. 5. Category 4 senior leading official administrative leadership positions include: alternate members of the Party Central Committee, deputy heads of Party committee departments, Deputy Ministers and deputy heads of ministerial-level agencies, Vice Chairpersons of National Assembly committees and Deputy Secretaries-General of the National Assembly, Vice Presidents of the Supreme People's Court, Deputy Prosecutors General of the Supreme People's Procuracy, Vice Presidents of the State Audit Agency, Deputy Governors of the Bank of the Lao People's Democratic Republic, Vice Presidents of the Central Committee of the Lao Front for National Construction, Vice Presidents or Deputy Secretaries of central mass organizations, Deputy Secretaries of the Vientiane Capital Party Committee, Deputy Secretaries of provincial Party committees, Deputy Mayors of Vientiane Capital, and Deputy Provincial Governors.
