Summary

Article 1
Article 1 (Amendment) Purpose
This Law prescribes principles, regulations, and measures regarding the management, inspection, supervision, protection, trading, activities related to mineral operations, and utilization of minerals and mineral resources, in order to ensure systematic, efficient, and transparent mineral prospecting, exploration, exploitation, and processing; to safeguard the health, life, and safety of mining workers and affected communities; to protect the environment and society; aiming to develop mining areas in a planned, economical, green, sustainable, and environmentally friendly direction; to create conditions for economic expansion and gradual industrialization and modernization; to contribute to national socio-economic development; and to improve the production and living standards of the multi-ethnic people of Laos.

Article 2 (Amended) Minerals
Minerals refer to substances formed by nature, possessing chemical and petrological or physical characteristics, existing in solid, liquid, and gaseous states, such as gold, silver, copper, iron, lead, gemstones, limestone, clay, sandstone, sand, potassium salt, coal, petroleum, natural gas, mineral water, hot springs, natural thermal springs, etc.
