Article 2
The above-defined area shall be conserved, protected, and restored to become a green belt surrounding the city of Huay Xai and serve as a protection forest for this province. — Individuals and legal entities that have previously planted industrial timber or fruit trees within this defined area shall continue to maintain, protect, conserve, and restore them to become a green forest, and may utilize their output under practical conditions, provided that no impact is caused to the environment, and it is strictly prohibited to fell trees, clear land, burn, destroy, or transfer ownership (buying and selling).
Article 3
The Provincial Department of Agriculture and Forestry, the Provincial Department of Natural Resources and Environment, and Huay Xai District are tasked with coordinating with relevant agencies to study and formulate plans and management regulations, install boundary markers, erect boundary signs and display plaques, and simultaneously conduct publicity and education to guide the entire population in jointly maintaining, restoring, and protecting the aforementioned protected forests, each in accordance with their respective duties, powers, and obligations.
