Article 1
Article 1. Legislative Purpose
This Law prescribes principles, regulations, and measures for the correct, fair, and prompt conduct of criminal proceedings, as well as for the restriction and prevention of criminal acts, in order to protect the interests of the State and the collective, as well as the lawful rights and interests of citizens, while educating citizens to comply with and enforce the law, aiming to ensure social peace and order, and to create conditions for the multi-ethnic Lao people to participate in the defense and development of the country.
Article 2
Article 2. Criminal Cases
A criminal case refers to an act or omission that endangers the political, economic, or social system of the Lao People’s Democratic Republic, endangers the ownership rights of the State, collectives, or individuals, endangers the life, health, dignity, rights, or freedoms of citizens, or endangers national peace or social order, and which is prescribed as criminally punishable by the Penal Code or other laws of the Lao People’s Democratic Republic.
Criminal proceedings refer to activities conducted by investigative agencies, prosecution agencies, courts, and other participants to promptly, completely, and thoroughly identify criminal acts, prosecute offenders, and ensure the correct and fair implementation of the law. Offenders shall be punished in accordance with the law, and innocent persons shall not be punished.
