Articles
Article 1
Purpose. This Protocol stipulates principles, regulations, and measures concerning prohibited items in postal services, aiming to curb the smuggling, concealment, acceptance, delivery, and distribution of items that violate laws and postal regulations, ensure the lawful and compliant operation of postal services, and align enforcement with the regulations of the Universal Postal Union, thereby contributing to national defense, maintenance of public order, preservation of the socio-economic order and fine culture of the Lao People’s Democratic Republic.
Article 2
Prohibited Items in Postal Services. Prohibited items in postal services refer to items that violate the Postal Law of the Lao People's Democratic Republic, other relevant laws and regulations, the domestic regulations of the destination country, and international postal regulations.
Article 3
Definition of Terms. The terms used in this Protocol shall have the following meanings: 1. War weapons, refer to all types of bullets, explosives, equipment, materials, and weapons used for warfare; 2. Dangerous goods, refer to items or substances that, due to their chemical or physical properties, or upon contact with other substances (such as air, water, etc.), pose a danger to life, property, or the environment; 3. Antiquities, refer to items of great age, including Buddha statues, deity statues, and objects of worship, as well as national heritage items of high historical, archaeological, and cultural value, which are over 50 years old; 4. Narcotic drugs or narcotics, refer to drugs, chemicals, plants, or substances, whether natural or synthetic, used for medical purposes to alleviate or suppress various types of pain. If used excessively or not in accordance with medical principles, they may affect the body and mind, causing effects such as loss of consciousness, drowsiness, memory and thought dullness, health decline, and personality changes; 5. Psychotropic substances (substances acting on the psyche-nerves), refer to drugs, chemicals, plants, or substances, whether natural or synthetic, used for medical or other purposes to induce sleep, calm agitation, and alleviate various physical pains. If used excessively or not in accordance with medical principles, they may stimulate the body and mind, causing excitement, hyperactivity, severe nerve depression, hallucinations, or various symptoms similar to those of drug abuse.
