Article 1 Purpose
This law prescribes principles, regulations, and measures regarding the management, monitoring, and inspection of Lao Red Cross work, aiming to make this work stable, strong, and effective, ensuring timely and widespread humanitarian assistance, capable of integrating with the region and internationally, and contributing to the defense and development of the nation.

Article 2 Lao Red Cross Work
Lao Red Cross work is humanitarian assistance, serving as one of the tools and mechanisms for practicing the principle of mutual aid, creating an environment of balance, harmony, and solidarity in society.
Article 3
Article 3 Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Humanity means benevolence and compassion towards fellow human beings;
2. Humanitarian work means activities carried out in material and spiritual aspects to provide relief and disaster assistance, to protect life, health and respect human rights, and includes promoting and developing human sustainability;
3. International Red Cross and Red Crescent Movement means the activities of the International Committee of the Red Cross, the International Federation of Red Cross and Red Crescent Societies, and National Red Cross or Red Crescent Societies;
4. Seven Fundamental Principles of the International Red Cross and Red Crescent Movement means the principles of Red Cross work activities, namely humanity, impartiality, neutrality, independence, voluntary service, unity and universality;
5. Red Cross means the red cross emblem (red plus sign), which is a representative symbol of the humanitarian spirit, used to fulfill the duty of providing emergency initial relief to disaster-affected people and the poor, and promoting community health;
6. Red Crescent means the red crescent emblem, which is a representative symbol of the humanitarian spirit, used to fulfill the duty of providing emergency initial relief to disaster-affected people and the poor, and promoting community health, identical to the Red Cross emblem;
7. Disaster means hazards arising from natural and human actions, such as fire, flood, windstorm, drought, pest infestation, epidemic, cold wave, landslide, earthquake, war, accident;
8. Disaster risk means the possibility that a certain disaster event may occur and cause significant damage to the health, life and property of the people;
9. Danger means a phenomenon or situation that has a tendency to cause destruction or damage to the health, life and property of the people;
10. Victim means a person affected in body, life, spirit and property due to natural and human-caused disasters.
