Article 1

Purpose: This Decision stipulates policies, principles, measures, and methods to manage the activities of citizens, legal entities, or organizations engaged in the business, service, and use of fuel transport vehicles within the territory of Laos, aiming to make this work unified, correct, and clear, to protect the legitimate rights and interests of operators, service providers, and users, to ensure social justice and safety, and to encourage and promote an increasing number of operators and investors in this field.

Article 2

Fuel Transport Vehicle: A fuel transport vehicle is a vehicle specifically designed for loading fuel, used to transport fuel to producers, distributors, and gas stations.

Article 3

Definition of Terms: The terms used in this Decision have the following meanings: 1. Rated volume means the volume contained within the tank under operating conditions and at the reference temperature; 2. Total volume means the actual volume of fuel contained within the tank under operating conditions and at the reference temperature; 3. Expansion volume means the difference between the total volume and the rated volume; 4. Calibration means the process of determining the actual volume of fuel in the tank at different liquid levels to establish the scale; 5. Vertical metering axis means the vertical axis used to determine the liquid level for volume calibration; 6. Reference point D means a point located on the vertical metering axis (L), determined based on the height distance measured from the tank opening (see Annex 01); 7. Reference height H means the distance measured along the vertical axis (L) by vertical metering, between reference point D and the lowest point of the vertical metering axis, located inside the tank or above the sloping bottom (see Annex 01); 8. Rate of change of the tank in segment L means the corresponding volume change for a change in the volume liquid level segment L, i.e., the volume V corresponding to the high level L (see Annex 01); 9. Height L means the distance between the liquid surface and reference point D, measured along the vertical metering axis (see Annex 01); 10. Calibration table means a table showing the mathematical table (D) and the corresponding volume (which does not vary with changes) indicating the relationship with the high level D (and corresponding to height D, which does not vary with changes).
