Articles
Article 1
Assign all departments, provincial-level equivalent state agencies, the Provincial Public Security and Defense Commands to take the lead in carrying out the work of disseminating laws and regulations related to their respective sectors, and educating and cultivating awareness of respecting and abiding by the law, so that cadres, party members, civil servants, soldiers, police, students, and people of all ethnic groups deeply understand and comprehend various laws, become role models in respecting and abiding by the law, and uniformly implement them; at the same time, assess the implementation of laws and regulations. Assign departments with the responsibility of inspecting legal implementation to more vigorously inspect the implementation of laws and regulations. At the district level, the District Justice Office shall be directly responsible for assisting the district administrative agency in the work of disseminating and educating on awareness of respecting and abiding by the law, and assessing the implementation of laws and regulations.
Article 2
In the dissemination, education, and cultivation of awareness of respecting and abiding by the law, as well as the content of regulations, the popularization of law shall be combined with the Party's lines, policies, resolutions, and the fine customs and traditions of all ethnic groups.
Article 3
Based on the specific conditions of each sector and district, various forms suitable for each target group shall be used to disseminate and popularize laws and regulations, such as: conducting direct (oral) legal education in villages, departments, offices, schools, factories, and workshops; organizing teaching and short-term training; disseminating through mass media such as television, radio, and loudspeakers; disseminating through the provision of free legal advice; disseminating through the mediation of various disputes; incorporating law into the curriculum at all levels of schools; in addition, legal education may also be conducted through forms such as performing plays, organizing Q&A sessions, or other activities related to law-abiding education or legal enforcement.
