Article 1
Preamble. - Pursuant to Article 20, Chapter 11, "Rights and Duties of the Provincial Governor," of the Law on Local Administration of the Lao People's Democratic Republic, No. 68/ສພຊ, dated December 14, 2015; - Pursuant to the Land Law, No. 04/ສພຊ, dated October 21, 2003; - In view of the unanimous agreement at the meeting of the Standing Committee of the Provincial Party Committee on May 5, 2016. In order to continue promoting the implementation of the Land Law (No. 04/ສພຊ, dated October 21, 2003) and the Decree on the Implementation of the Land Law (No. 00/ນຍ, dated June 3, 2008), primarily to manage the protection and use of land, promote land development to ensure peace, order, fairness, efficiency, and effectiveness uniformly across the province, while also increasingly generating revenue for the provincial budget, the Provincial Governor issues the following order:
Article 2
The provincial Department of Natural Resources and Environment is tasked with taking the lead, in coordination with the provincial Department of Finance, the provincial Department of Taxation, the provincial Propaganda and Training Committee, the chiefs of the five districts, and all relevant departments, to continue disseminating and promoting the Land Law (No. 04/ສພຊ, dated October 21, 2003) and various regulations related to land management down to the village level, ensuring widespread and in-depth understanding. At the district level, the district chief or deputy chief is tasked with directly leading, in coordination with the district Natural Resources and Environment Offices of the five districts, to issue notices for the dissemination of this order, enabling the vast majority of local people to deeply understand, comprehend, and participate in its implementation, achieving good results.
Article 3
The Provincial Department of Natural Resources and Environment is tasked to take the lead, in coordination with all relevant departments, to conduct land inspections, collect land information for registration, and reissue land use rights certificates, ensuring completeness in five districts, to be completed within six months (from __/__/2016 to __/__/2016). This means: after inspecting and collecting land information, for any plots of land that individuals have peacefully occupied and developed, which are not prohibited under the Land Law but lack complete documents, the provincial and district land authorities shall directly issue land use rights certificates, enabling lawful management and use in accordance with regulations. This will allow for determining how many plots each household has, their respective areas, and types of land, and serve as baseline data for transfer to the finance department for accurate and full collection of land taxes.
