at International Border Checkpoints in Khammouane Province
To: District Governors, Department Heads, Heads of International Border Checkpoints, Heads of Customs Checkpoints, Directors of Transport Companies, Operators, and other relevant parties conducting import-export operations through international customs checkpoints in Khammouane Province.
Subject: All trucks carrying import-export goods must be inspected and weighed before transshipment, storage at the international warehouse system at the international border checkpoints of Naphao-Chalo, Lao-Vietnam, and the Lao-Thai Friendship Bridge III (Khammouane-Nakhon Phanom).
- Pursuant to the Law on Local Administration of the Lao PDR, Version No. 03/SPCh, dated 21 October 2003.
- Pursuant to the Agreement on Cross-Border Transport of Goods between the Lao PDR and the Kingdom of Thailand dated 26 November 1999 in Vientiane Capital.
- Referring to the proposal of the Head of the International Border Checkpoint of Khammouane Province, Version No. 182/DChS, dated 19 October 2015.
- Pursuant to the minutes of the meeting held on 11 November 2015 regarding the import, export, and transshipment of goods at the international warehouse system in Khammouane Province.
There is a warehouse system with large parking areas for customs inspection, transshipment, weighing, and storage in accordance with the law at the international border checkpoints of Khammouane Province.
The Governor of Khammouane Province issues the following instruction:

We require transport companies, operators, and other relevant parties conducting the import and export of all types of goods through the international border checkpoints of Naphao-Chalo, Lao-Vietnam, and the Lao-Thai Friendship Bridge III (Khammouane-Nakhon Phanom) to park their trucks at the Open-Air Warehouse system of both customs checkpoints for inspection prior to transshipment to other trucks destined for Vietnam.

When taxes and service fees have been collected at the Lao-Thai Friendship Bridge III Warehouse (Khammouane-Nakhon Phanom), they shall not be collected again at the Naphao-Chalo, Lao-Vietnam Warehouse. Conversely, when taxes and service fees have been collected at the Naphao-Chalo, Lao-Vietnam Warehouse, they shall not be collected again at the Lao-Thai Friendship Bridge III Warehouse (Khammouane-Nakhon Phanom) in cases where goods are transferred, deposited, or weighed at these warehouses. The collection of taxes and service fees shall be carried out in accordance with the Ministry of Industry and Commerce Notification No. 1291/MOIC, dated 5 August 2008, and the Minutes of the Meeting on the Preparation for Opening Warehouse Services at the Naphao Border Checkpoint, dated 18 December 2014, as detailed below:
