Articles
Article 1
Purpose. This Decree prescribes principles, regulations, and measures regarding the construction, use, maintenance, development, and management of Internet information centers, in order to develop this work systematically, efficiently, effectively, economically, modernly, and with interconnectivity, aiming to promote economic and social development.
Article 2
Internet Information Center. An Internet Information Center is a centralized and integrated technical infrastructure system used to provide information services, primarily including server hosting, databases, programs, website services, and the provision of various types of information via the Internet.
Article 3
Definition of Terms. The terms used in this Decree shall have the following meanings: 1. Internet Data Center (IDC): refers to a technical infrastructure system containing necessary equipment systems, used to provide services such as equipment installation space, server hosting, server usage, server space, software usage, database usage, and data storage; 2. Internet Content Center (ICP): refers to a center that provides various types of information services in electronic form, mainly including online social media, videos, images, audio, songs, books, etc., provided via the internet; 3. Database: refers to a data repository stored systematically in electronic form, capable of being managed, updated, and used; 4. National Top Level Domain Name: refers to the highest-level domain name of each country; the national top-level domain name of the Lao People's Democratic Republic is ".la"; 5. Internet Exchange (IX; National Internet Gateway): refers to the connection point between domestic internet service providers and between domestic and international internet networks; 6. Information Security: refers to the technical and managerial security of information systems, used to maintain, protect, and restore information systems and services from accidents, attacks, or other harms; 7. Personal Data: refers to information related to individuals, legal entities, or organizations, or that directly or indirectly identifies their characteristics, identity, or activities; 8. Technical Infrastructure: refers to various types of technical facilities, mainly including hardware, software, databases, network systems, data backup systems, and data recovery systems; 9. Building: refers to the premises housing technical infrastructure, such as buildings, rooms, and sets of cabinets.
