Articles

Article 1

Entrust the Department of Agricultural Land Management and Development under the Ministry of Agriculture and Forestry, in coordination with relevant sectors, to organize implementation in accordance with laws, decrees, and various regulations promulgated by higher authorities, in order to protect and manage the conversion of agricultural land to ensure correctness and appropriateness, and to develop it according to local potential, up to the conduct of agricultural land surveying/planning and zoning of agricultural land, following a sustainable direction and promoting according to local potential.

Article 2

Lao citizens engaged in agriculture must register agricultural land and include it in the agricultural land census as their own land, in order to prove the use, protection, and development of agricultural land in accordance with the law. Only persons holding the agricultural land census book shall be eligible to obtain the agricultural land use certificate and the agricultural land development certificate issued by the agriculture and forestry sector.

Article 3

Only persons who hold an agricultural land census book, possess a lawful agricultural land use certificate, and an agricultural land development certificate shall have the right to apply for registration and be granted a red border land title deed issued by the natural resources and environment sector; the State does not recognize the purchase, sale, possession, seizure, transfer, or inheritance of agricultural land in violation of regulations, whether owned by individuals or the public.
