Articles
Article 1
The Provincial Department of Agriculture and Forestry is required to instruct the provincial planting department, the International Plant Protection and Quarantine Station, the district agriculture and forestry office, the district planting business unit, and traditional checkpoints to strictly manage and inspect the import of chemical fertilizers, plant seeds, and pest control pesticides (especially herbicides) from foreign countries into the locality, in accordance with technical standards and regulations, and to coordinate with relevant sectors, primarily industry and commerce, customs, public security, and local administrative authorities at all levels.
Article 2
State development projects, commercial sectors, and domestic and foreign operators are not permitted to import fertilizers, plant seeds, and pesticides for pest and disease control, especially herbicides, that have not undergone technical registration in accordance with the laws of the Lao People's Democratic Republic.
Article 3
The Provincial Department of Agriculture and Forestry is required to instruct the provincial planting division to contact the Department of Planting, to issue to the International Plant Protection and Quarantine Station, the district agriculture and forestry office, the district planting business unit, and traditional border checkpoints the list of fertilizers, plant seeds, and pesticides for pest and disease control that have been legally registered for technical use, as well as the list of pesticides for pest and disease control that have been discontinued for use in the Lao People's Democratic Republic.
