Articles
Article 1
Districts, departments, bureaus, offices, state enterprises, and companies are required to diligently manage and implement state investment projects to ensure correctness and compliance with the State Investment Law, the State Investment Management Decree, and the annual guiding notifications on the implementation of the socio-economic development plan and the state budget plan.
Article 2
The implementation of state investment projects must be limited to projects included in the annual state investment plan, with confirmed financial sources, and only those approved by the National Assembly and the local People's Council.
Article 3
All state-invested projects must comply with Decree No. 03/ny dated January 9, 2004, on "Bidding, Procurement of Goods, Construction, Repair, and Services Using State Funds." Bidding and price inquiries must be conducted, and they must be open, expanded, and include participation from committees composed of relevant departments, avoiding formalistic bidding and price inquiries; all projects must be transparent and verifiable.
