Articles

Article 1

The objectives of economy and opposition to waste include: administrative budget expenditures, investment expenditures of the state and state-owned enterprises; financial sources, assets, natural resources, energy, labor, working hours of the state sector and state-owned enterprises, as well as financial sources, assets of households and individuals, and the production time of the entire society's people.

Article 2

Article 3

The placement and supplementation of public servants (civil servants) into any organization must be strictly based on the established staffing positions, avoiding placement and supplementation beyond the staffing quota or approved numbers; strict management must be strengthened over the number of public servants and various subsidy quotas within the scope of one's own unit's responsibilities, and this must be linked to tracking and verifying the correctness of each change in personnel numbers, carried out through periodic reconciliation of public servant personnel accounts in accordance with public servant management regulations.
