Articles
Article 1

Article 2
Assign all parties from the provincial level to the grassroots, if individuals, illegal groups, or various scrap metal purchasing shops are found in possession of high-voltage transmission line equipment, they must report by phone or in writing to the specialized committee, law enforcement personnel, or village authorities, as a basis for inspection, search, and arrest of those involved for handling according to law.
Article 3
Assign district governors to issue directives and orders so that villages and departments within the district through which high-voltage power grids pass are informed and cooperate, as follows: 3.1 Establish specialized committees at the district and village levels where high-voltage power grids pass, composed of relevant departments and based on the village as the main body, to regularly and continuously monitor and inspect, and report to the district and provincial specialized committees. 3.2 Notify village chiefs to monitor and inspect the activities of illegal groups; once target groups are identified, report to relevant departments to apprehend the involved individuals and initiate legal proceedings. 3.3 Notify villages to emphasize inspection and monitoring of scrap metal purchasing shops, checking whether they purchase high-voltage power pole equipment, and report to district or provincial specialized committees or relevant departments for legal action. 3.4 Notify villages that if violators are caught in the act, they may be apprehended along with the involved items and handed over to law enforcement for legal action. 3.5 Assign villages to inform their residents that it is strictly prohibited to construct buildings or plant tall trees under high-voltage transmission lines, especially: rubber trees, agarwood, teak, and other trees that do not meet Lao electrical technical standards; they are absolutely prohibited from being planted under transmission lines; short-cycle crops are exempt; if anyone violates this, no compensation will be provided. 3.6 Assign the transmission line management department, together with the village, to conduct on-site inspections along the high-voltage transmission lines; if there are illegal constructions that do not meet Lao electrical technical standards, recommend that relevant departments mobilize their relocation out of the transmission line corridor to facilitate management by the transmission line manager, as the transmission lines are public property.
