Article 1

Article 2
The Party Committees and leadership teams of all departments and districts must conduct leadership in a practical, in-depth, and grassroots-oriented manner. They must fulfill their duties, powers, and responsibilities with a sense of responsibility and rigor; leaders and commanders must conduct inspections to ensure the loyalty and integrity of cadres towards superiors, and strive to eliminate negative and corrupt phenomena among the cadre and civil servant ranks.
Article 3
The Provincial Public Security Command (National Security—Social Order) shall proactively lead the district public security commands and specialized departments, effectively assume their respective responsibilities and strengthen them; where reinforcement is necessary, forces shall be dispatched to assist at the grassroots level, serving as a force for specialized containment and rectification work to stabilize the social situation.
