Articles

Article 1

Article 1: Purpose
This Law prescribes principles, measures, and regulations regarding the management, supervision, organization, and activities of performing arts work, aiming to ensure the quality and effectiveness of such work, to enhance the right of the multi-ethnic people of Laos to be masters in reviving, protecting, developing, disseminating, and enjoying artistic culture that is national, progressive, and popular; to curb negative phenomena in artistic culture within society; and to integrate with the region and the international community, contributing to the cause of national defense and development.

Article 2

Article 2: Performing Arts
Performing arts refer to activities that promote and disseminate artistic and cultural traditions, fine customs and traditions of the nation and ethnic groups, bringing the products of performing arts and achievements in the cause of national defense and development to society.

Article 3

Article 3 Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Art means the aggregate value of beauty, goodness, emotion, feeling, ideal, thought imagination, human movement, virtue, morality, way of life, etc.;
2. Art and culture means various types of performing arts that serve as symbols of the fine culture of the nation;
3. Performance auxiliary equipment means costumes, accessories and decorative items, technology, lighting, colors, sound, etc.;
4. Performing arts product means the result of creative conception, the creative performance result that has been performed and recorded in an electronic device system;
5. Performing arts producer means an individual, legal person, or organization that produces, directs, performs, or creates performing arts results, such as creators, directors, performers, investors;
6. Audio and video recording means recording the results, works, and performances of various art categories into electronic devices;
7. Decibel means the unit for measuring the loudness of sound;
8. Distributor means an individual, legal person, or organization engaged in the business of performing arts products;
9. Performing arts user means an individual, legal person, or organization that uses performing arts works or products for carrying out performance activities, engaging in business, or promoting and disseminating culture and performing arts;
10. Harmful art means art whose content distorts propaganda, slanders, or defames the national line, policies, laws, and fine customs and traditions;
11. Obscene and pornographic art means works, performances, and products that have the nature of promoting the use of uncivilized vulgar language, nudity, exposure, or stimulating sexual desire;
12. Mixed art means artistic works and performances of various types that are chaotic, mixed, and whose artistic origin is unknown;
13. Performing arts staff means cadres and civil servants engaged in performing arts management work at central and local levels;
14. Infringement of copyright means using tricks, deception, or inducement to cause another person to transfer to oneself the rights in creative, artistic, literary, and scientific results.
