Articles
Article 1
Purpose. This Decree stipulates the principles, regulations, and measures for the management and protection of religious activities in the Lao People's Democratic Republic, in order to enable religious clergy, religious missionaries, believers, and religious organizations to conduct activities in accordance with laws, regulations, and religious doctrines and precepts, aiming to preserve and promote the fine culture of the nation, enhance unity and harmony among those who profess various religions, and jointly contribute to the defense and development of the country.
Article 2
Religion. Religion is the ideological foundation of society, or the doctrines and precepts discovered by the founders of various religions and used to teach humanity to do good, to provide spiritual support, to foster unity, to uphold proper conduct, and to live together in peace.
Article 3
Explanation of terms. The meanings of terms used in this Decree are as follows: 1. Religious objects, refer to items belonging to religious property; 2. Religious sites, refer to places of a religious nature, such as: temples, ordination platforms, churches, tombs, dharma halls, and places of worship; 3. Religious clergy, refer to citizens who voluntarily live according to the doctrines and precepts of the religion they follow; 4. Religious followers, refer to those who believe in a particular religion; 5. Precepts, refer to the rules, regulations, and prohibitions of a particular religion; 6. Religious ceremonies, refer to religious rites conducted in accordance with the precepts of each religion; 7. Religious customs, refer to rites conducted in accordance with the customs and traditions historically observed by each religion; 8. Ordination platform, refers to the place where bhikkhus (monks) perform religious rites.
